One is to promote the destocking of real estate. Earnestly implement the work arrangements of the central government on advancing the supply-side structural reforms, and implement comprehensive measures to encourage migrant workers and farmers to purchase houses in cities, promote the monetization of shed reforms, develop cross-border real estate, and make good use of housing provident funds. The second is to focus on stabilizing the real estate market in hot cities. The proportion of monetized resettlement in shed reform reached 48.5%, an increase of 18.6 percentage points from last year. Continuing to do a good job in the allocation of public rental housing, 2.66 million new public rental housing households nationwide have moved into. Fifth, continue to strengthen the construction of urban infrastructure. A total of 2005 kilometers of underground comprehensive pipe corridors have been started, and the goals and tasks set out in this year's government work report have been fully implemented. A sponge city project of 320 square kilometers was started in 30 national pilot cities. 962 black and smelly water treatment projects were started. At the same time, the construction of rail transit, sewage treatment plants in cities and counties, and harmless treatment plants for domestic garbage was promoted.
Sixth, earnestly implement the task of reforming the urban law enforcement system. The Urban Management and Supervision Bureau of the Ministry of Housing and Urban-Rural Development was formally established. A system of inter-ministerial joint conferences for national urban management work has been established. Carried out the special action of “strengthen the foundation, change the style, and build the image” of the urban management law enforcement team.
Seven is to clarify the reform and development thinking of the construction industry in an all-round way. In-depth research, comprehensively summarized and analyzed the development achievements and problems of the construction industry in the past 40 years, and put forward future development goals and work opinions. Seriously organize and implement the two-year project quality management action to promote the continuous improvement of project quality. Clean up and standardize the deposits in the field of engineering construction to effectively reduce the burden on enterprises.
Eight is to fully promote the development of prefabricated buildings. In view of the different situations of key promotion, active promotion and encouragement of the three types of areas, the main tasks and guarantee measures for the development of prefabricated buildings are proposed. A national prefabricated construction work site meeting was held in Shanghai. All localities step up research on the development plan of prefabricated buildings, promote the construction of industrial bases, and cultivate backbone enterprises and professional teams.
Ninth is to carry out in-depth work on improving rural human settlements. The domestic garbage disposal rate in villages across the country reached about 60%, an increase of 10% over the previous year. The demonstration of rural sewage treatment in 100 counties was fully launched. The central government has basically completed the renovation of 3.14 million rural dilapidated houses. Named the first batch of approximately 5000 green villages. The first batch of 127 characteristic towns was identified. The fourth batch of 1598 traditional Chinese villages was officially announced.

When deploying the work of housing urban and rural construction next year, Chen Zhenggao emphasized that in 2017, the housing urban-rural construction system should fully implement the spirit of the 18th National Congress of the Communist Party of China and the 3rd, 4th, 5th and 6th Plenary Sessions of the 18th Central Committee, and earnestly study and implement President Xi Jinping. Integrate thinking into the central decision-making and deployment, adhere to the positioning of "houses are for living, not for speculation", support residents' demand for self-occupied houses, curb investment and speculative house purchases, and effectively prevent bubbles and risks in hot cities jobs. In accordance with the requirements of supply-side structural reforms, continue to unswervingly destock real estate in third- and fourth-tier cities and counties. Accelerate the promotion of housing leasing market legislation, promote the development of institutionalized and large-scale leasing companies, and strive to build a housing system that combines purchase and rent. Strengthen housing market supervision and rectification, and standardize development, sales, and intermediary activities. Accelerate the research and establishment of basic real estate systems and long-term mechanisms that are in line with national conditions and market laws.
The second is to continue to accelerate the transformation of shanty towns and continuously improve the housing security system. Next year, we will arrange 6 million shed reform tasks to ensure the completion of the three-year plan for shed reform. Continue to promote monetary resettlement in accordance with local conditions. The third is to effectively improve the authority of urban planning and give full play to the leading role of planning. Utilize information technology and satellite remote sensing technology to achieve full coverage of uncovered planning violations. Continue to do a good job in tackling illegal construction and ensure that the task is completed in five years. Efforts to achieve the convergence of urban and rural planning law and criminal law. Comprehensively promote Sanya's "ecological restoration and urban repair" experience throughout the country. Continue to deepen the reform of urban and rural planning. Fourth is to speed up filling up the shortcomings of urban infrastructure, and strive to promote the treatment of "urban diseases". The newly started underground comprehensive pipeline gallery is more than 2,000 kilometers. Speed up the construction of sponge cities, and do a good job in 120 national and provincial pilot projects. Continue to rectify urban black and smelly water bodies, and all 638 black and smelly water bodies in 36 key cities have been rectified. Accelerate the promotion of clean heating in winter in northern areas and vigorously promote smog management. Promote the garbage classification system and promote the utilization of construction waste. We will improve the urban transportation infrastructure, and the nation will strive to start and complete rail transportation over 500 kilometers each next year.

The sixth is to pay close attention to ten projects to improve the rural human settlement environment to promote the overall development of urban and rural areas. One is the garbage treatment project. Next year, the number of provinces striving to pass the comprehensive treatment and acceptance of rural domestic waste will reach 6, and the total will reach 12. The second is the sewage treatment project. Convene an on-site meeting to further promote rural sewage treatment work. The third is the construction of green villages. A batch of green villages will be built next year. The fourth is the protection of traditional villages. Strive to include all villages with important conservation value in the list. Fifth, rural planning and construction and style improvement projects. Strengthen the management and control of architectural style and strengthen the quality and safety management of rural self-built houses. Sixth is the renovation project of rural dilapidated houses. Next year, 3.14 million households will be renovated. Seventh is the village lighting project. Constantly increase the proportion of administrative villages with street lights. Eighth, the characteristic town cultivation project. Strive to cultivate about 1,000 distinctive and vibrant towns by 2020. At the same time, it is necessary to cooperate with relevant departments to actively promote the road and water supply projects in the village.
Seven is to earnestly promote reform and development, and accelerate the pace of becoming a powerful country in the construction industry. Eighth is to increase work efforts and continuously promote the development of prefabricated buildings. We must focus on planning, teaming, and supporting facilities, and through solid work, we must resolutely complete this historic change to ensure the realization of the goal of "striving for about 10 years to make prefabricated buildings account for 30% of new buildings" .
Ninth is to speed up the reform of engineering construction standards, and earnestly establish standard authority. Breakthroughs must be made in three key areas. One is in terms of building energy efficiency and green buildings, especially in terms of building doors and windows, waterproofing, decoration, and renewable energy applications; second, in terms of prefabricated buildings, it is necessary to introduce concrete structures, steel structures, and modern wood structures as soon as possible. Structure the technical standards of the three major structural systems; the third is to make Chinese standards play an important role in international standards that is compatible with the status of a major country in terms of standards "going out".
